Designing Heat Out of the Shift

Walk onto most Canadian worksites on the first genuinely hot day of summer and you'll see the same improvised choreography: an extra water cooler wheeled out, a hand-scrawled note on the whiteboard about “taking breaks when you need to,” and a collective, unspoken hope that everyone makes it to five o'clock.

It's a very Canadian response, when you think about it. We're wired for the cold. Nobody “hopes for the best” in a blizzard - we salt, we plough, we plug in the block heater. But hand us a 38-degree afternoon and suddenly the plan is vibes.

Heat gets filed under weather: something that shows up, gets endured, and clears off. It's an easy way to think about it. It's also the reason the same operations get caught out summer after summer.

On a physically demanding job, though, heat behaves far less like a forecast and far more like a load rating. It's a known, recurring input you can plan against - and it deserves the same engineering attention you'd give any other variable capable of hurting someone or wrecking a job.

The trouble with calling it weather

Treat heat as something external and your response is permanently a step behind: brace for the bad days, gamble on the rest.

The deeper problem is that heat starts eating into performance and judgement long before anyone feels unwell enough to say so. Well before the dramatic stuff - the cramps, the dizziness, the collapse - heat quietly dulls concentration, slows reaction time, and knocks decision-making off its game. By the time symptoms show up, capacity has already dropped and the margin for error has narrowed, in exactly the conditions where a mistake costs the most.

And the numbers back this up on home soil. A 2026 Canadian study found that for every 1°C rise in the daily maximum temperature, the workplace injury rate climbed about 0.2%. That sounds trivial until you stack it across a week-long heat wave and a full crew - and, tellingly, the effect showed up indoors as much as outdoors. Warehouses, kitchens and shop floors don't get a pass just because there's a roof.

British Columbia has the sharpest illustration going. Researchers tracking occupational heat-related illness claims found the rate jumped from 0.93 to 3.97 per 100,000 workers during the 2021 heat dome - a 327% spike in a single summer. On heatwave days specifically, the risk of a heat-related illness ran more than four times higher than on an ordinary day, and trades, transport and equipment operators took the brunt of it.

That's the second flaw in the reactive approach, laid bare. It quietly hands the whole job to the individual worker - asking them to notice and report a condition that, by its very nature, dulls the judgement they'd need to do either. You end up relying on your most heat-affected person to self-diagnose. That's a strange place to put your last line of defence.

Four things to plan, not improvise

Designing heat out of the shift means building the response into how the work gets planned - rather than bolting something on when the mercury climbs. Four things repay doing deliberately.

Sequence the work. Put the heaviest tasks in the coolest part of the shift on purpose - earlier starts, or after the afternoon peak has passed - instead of leaving the running order to whoever happens to be steering the day.

Build in acclimatization. This is the step most operations skip, and it's the one that quietly kills people. The occupational-health consensus is blunt: most heat fatalities happen in a worker's first few days on the job, before the body has adapted. The remedy is unglamorous and well established - the “rule of 20%,” where a new or returning worker does no more than a fifth of the full workload on day one, then builds up over a week or two. Your new starters and anyone back from an extended break are the highest-risk people on site on a hot day. Treat those first days accordingly.

Engineer the recovery. Make hydration, rest and rotation structural - the kind of thing that survives a flat-out week, not the first thing sacrificed the moment production tightens. A heat plan that only works on quiet days isn't a plan; it's a poster.

Watch the conditions, not the complaints. Track heat and physical load before symptoms appear, instead of waiting for someone to flag a problem they may not feel coming. By the time the complaints reach you, you're already late.

 

Why this sits with operations, not wellness

None of this is a wellness initiative - and filing it under “wellbeing” is a big part of why it stays under-resourced. The same heat that raises the health risk also slows the pace, multiplies errors, and nudges your experienced people toward the exit. Manage it well and you protect output, quality and safety in a single move.

That's the reframe that matters. It drags heat off the edge of the safety conversation and into the middle of the operational one - where it can actually get a budget and an owner.

Canada's history here isn't abstract, either. Back in 2001, a bakery worker named Kim Warner died of heat stroke during a shift at a Weston Bakeries plant in Barrie, Ontario, where temperatures were estimated at 49°C. His core body temperature reached 42.5°C. The company was later fined $215,000. An indoor job, a fixed process, an entirely foreseeable hazard - and proof that “it's just warm in here” is not the same as harmless.

 

Where the rules are heading

The regulatory direction is only sharpening. New thermal-stress requirements for federally regulated workplaces have been adopted and take effect in February 2027. Most provinces and territories still have no heat-specific legislation, leaving the issue to sit under the general duty to protect worker health and safety - which tells you the what, but not the when or the how.

For now, that gap gets filled by employer judgement. And after a summer where Lytton, B.C. hit 49.6°C - the hottest temperature ever recorded in Canada, the day before the town burned to the ground - and 619 people died across the province, “we didn't think it would get that hot” is running out of road as a defence.
